Biography

Halimatou Hima is a Development Economist, working on fragility at the World Bank covering Benin, Togo, Cote d'Ivoire and Guinea. As minister counselor at the Permanent Mission of Niger to the United Nations (2020-2021), she was the principal negotiator on the landmark Security Council resolution 2601 (2021) on the protection of education in armed conflict. She is a 2022 Echidna Global Scholar at the Brookings Institution where her research analyzes how to improve access to quality education in fragile and conflict-affected contexts. Halimatou holds a Ph.D. in Development Studies from the University of Cambridge, an M.A. in Public Policy from Harvard University, and a B.A. in International Relations, Economics, and Africana Studies from Wellesley College.
